Comprehensive Plan History

The Comprehensive Plan is New Kent County’s long-range policy guide for land use, transportation, housing, public facilities, economic development, and conservation. It guides later decisions but does not itself change zoning law. The Board of Supervisors adopted the New Kent 2045 Comprehensive Plan on June 9, 2025.

Overview

The 2045 plan replaced the County’s prior full Comprehensive Plan update from 2012. County records describe the development process as including a steering committee, surveys, public workshops, joint work sessions, Planning Commission review, and a Board of Supervisors public hearing. The plan was adopted by a 5-0 vote.

Timeline

  • 2012: The County completed its previous full Comprehensive Plan update.
  • June 2023: The County held three public meetings at Liberty Baptist Church, New Kent Middle School, and Quinton Elementary School. View the official public notice.
  • May 29, 2024: The Planning Commission and Board of Supervisors held a joint work session. The approved minutes describe approximately 18 months of work with staff and a steering committee, public surveys, and three workshops. Read the approved minutes.
  • March 26, 2025: The Planning Commission and Board reviewed the draft plan in a joint work session. Read the approved minutes or watch the meeting.
  • April 21, 2025: The Planning Commission forwarded the plan to the Board with a favorable recommendation and requested fact-checking before submission. The recorded vote was 8-0-1, with one abstention. Read the approved minutes or watch the meeting.
  • June 9, 2025: The Board of Supervisors adopted Ordinance O-02-25 and the New Kent 2045 Comprehensive Plan by a 5-0 vote. Read the approved minutes or watch the meeting.
  • 2026: The County began a related Zoning and Subdivision Ordinance Update to implement and modernize land-use regulations. This is a separate current project, not part of the 2025 adoption record.
