Citizens’ Ordinance Proposals

Citizen-developed ordinance concepts and policy proposals intended to improve transparency, accountability, fiscal responsibility, and public participation in New Kent County government. Each proposal is supported by an issue paper, a plain-English 4×4 citizen brief, and the underlying public records and source material whenever available.

These materials represent citizen research and recommendations. They are not ordinances, policies, findings, or positions adopted by New Kent County unless specifically identified as such.

How This Section Works

Every proposal should follow the same basic structure:

1. THE PROPOSAL
What citizens are asking the Board of Supervisors to consider.

2. THE 4×4
A four-page, plain-English public brief explaining the issue, why it matters, and the proposed solution.

3. THE ISSUE PAPER
The detailed research, analysis, calculations, legal framework, historical background, and supporting argument.

4. SHOW THE RECEIPTS
Official county records, FOIA responses, contracts, invoices, reports, statutes, studies, meeting records, correspondence, and other source material supporting the analysis.

Proposal Development Process

Citizen proposals may evolve as additional public records, research, public input, or legal analysis becomes available. When significant changes are made, updated versions and supporting material will be identified so readers can distinguish current proposals from earlier drafts.

Have information relevant to a proposal?

Citizens with public records, source documents, corrections, or additional information are encouraged to share them with Transparency for New Kent. Submissions will be evaluated against the underlying record before being incorporated into published material.
